Programme certainty is the outcome developers care about most. Most of the financial model on a residential scheme is sensitive to time. Sales releases depend on plot completion dates. Cash flow depends on certification milestones. Interest on facility drawdown depends on the build duration. A six week slip is not just an inconvenience. It is a measurable hit on the scheme’s return.
Programme slips rarely come from the design or from the developer’s own team. They come from the live execution layer, where dozens of subcontractors are sequencing work across a moving site. Which means programme certainty is, in practice, a function of subcontractor selection.
The cheapest tender in any specialist package is rarely the most programme-reliable. Specialist contractors who win on price often win because they are running thin on supervision, thin on plant cover and thin on internal quality control. They land work and then absorb it as best they can. When their other sites get busy, your site is the one that slips.
Specialist contractors who win on programme reliability look different. They carry sufficient supervisor density to attend RFIs the day they are raised. They hold plant in reserve so that the breakdown of a single piece of equipment does not stop the programme. They run their own internal quality control rather than relying on the principal contractor to catch defects. They are, broadly, more expensive per unit, but they are not more expensive per scheme, because the scheme finishes on time.
Developers procuring across multiple packages have a structural problem here. The lowest-tender bias of competitive procurement systematically selects for the contractors who are weakest on programme reliability. Each package is awarded on price. The collective consequence on the programme is invisible at the moment of award.
There are three ways to manage this. The first is to weight programme delivery and operational evidence heavily in tender evaluation, not just price. The second is to use long-term framework relationships with specialists who have already proved reliability across previous schemes. The third is to consolidate packages across a single specialist group, where the group bears the risk of internal coordination and the developer buys a programme outcome rather than a list of unit rates.
